The first thing to do is not create legislation, but create consensus about terminology in international frameworks. Creating laws on cyberattacks, without first defining what a cyberattack is, and where the thresholds are for considering these military attacks would not create much sense on inter-governmental levels. Until this moment, no one can tell for example what the definition is of 'an act of cyberwarfare'.
